To make the cupcakes, preheat oven to 350-degrees.
Prepare 1 Boxed White Cake Mix
Spoon into lined cupcake pan.
Bake for 30-minutes or until a toothpick comes out clean.
Cool cupcakes completely before decorating.
Break marshmallow fondant into 12 small pieces.
Press one ball of fondant into a shoe mold shape and pull it out.
Use a butter knife to trim off unwanted portions of the mold that didn’t make it into the shoe shape.
Place shoes into the refrigerator until you’re ready for them.
With your largest decorating tip, press into the top of the cupcake off-center, creating a well. Save hole tops.
Place 1 tablespoon of the blue pearls inside the well in the cupcake.
Replace the hole top on each cupcake.
Mix 2-3 drops of blue food coloring into your vanilla frosting, stirring until the color is consistent.
Place the star tip in a piping bag.
Fill the piping bag with the blue frosting.
Frost each cupcake in a swirl, turning the piping bag as you pipe.
Place a shoe on the side of each cupcake.
