Pour EVOO into inner pot and set IP to saute function.
As the IP preheats, cut sausages into bite-sized pieces.
Cook bite-sized sausage pieces in oiled inner pot, for about 2-3 minutes or until all sides are browned.
Turn off saute function and pour broth and water into inner pot, making sure to deglaze the bottom of the pot by scraping any burned, brown bits with a wooden spoon.
Add penne into inner pot, ensuring that it is completely covered in water/broth.
Add tomato sauce on top.
Close the Instant Pot and set on high manual pressure for 4 minutes.
Once time is up, allow for a QPR.
Open the Instant Pot and set to saute.
Add cream and stir. Add salt and pepper to taste.
Serve in individual bowls, topping each one off with fresh chives.
